Delegates at the Trans-European Division (TED) Annual Council, held from 5 to 9 November 2025 in Budva, Montenegro, voted on a series of leadership appointments to serve during the 2025–2030 quinquennium. Each nomination was brought to the floor by the TED Nominating Committee, following a period of prayerful discussion and consideration. The appointments represent a blend of continuity and new leadership, supporting key areas of mission and ministry across the Division.
David Neal to Lead Adventist Possibility Ministries

David Neal, currently serving as TED Ministerial Association Secretary, and Chaplaincy and Stewardship Director, was appointed to lead Adventist Possibility Ministries. With over three decades of ministry experience across youth, stewardship, communication, and publishing, Neal brings deep compassion and commitment to inclusive outreach.
Sylvia Mendez Elected Adventist Community Services Director

Sylvia Mendez was elected Adventist Mission and Women’s Ministries Director at the General Conference Session in July 2025, and has had her portfolio of responsibilities broaden to include Adventist Community Services. Previously from the South Pacific Division, she had served as Women’s, Family, and Children’s Ministries Director. With an academic background in theology, leadership, and business administration, Mendez brings pastoral experience and a passion for holistic ministry.
Kayle de Waal to coordinate Bible Correspondence Schools and Prayer Ministries

A pastor, theologian, and educator with international experience, Dr Kayle de Waal was reappointed as Bible Correspondence Schools and Prayer Coordinator. He continues in his role as Education, Sabbath School & Personal Ministries Director, with a vision for growing spiritually mature, prayerful disciples throughout the division.
Karen Holford Expands Role to Include Health Ministries

Karen Holford, TED Family Ministries Director since 2016, will now also serve as Health Ministries Coordinator. With qualifications in psychology, psychotherapy, leadership, and occupational therapy, Holford’s integrated approach to wellness aligns with the Adventist health message and supports churches in nurturing compassionate, whole-person care.
Spirit of Prophecy Coordination Entrusted to Rory Mendez

Dr Rory Mendez, Director of the Ellen G. White Research Centre at Newbold College of Higher Education, was appointed as TED Spirit of Prophecy Coordinator. With a strong academic background in theology and church history, Mendez is well-positioned to support churches in understanding and engaging with the prophetic writings of Ellen White.
Cyprus Region Leadership Confirmed


Pastor Branislav Mirilov was reappointed as President of the Cyprus Region. With extensive experience in pastoral, educational, and administrative leadership across Europe and the Euro-Asia Division, Mirilov continues to provide steady guidance to this unique field. Dean Papaioannou was also reappointed as Secretary-Treasurer, continuing a role he has held since 2013 alongside his responsibilities as TED Associate Secretary.
Daniel Duda to Serve in Dual Coordination Roles

TED President Daniel Duda will serve as Associate Director for Public Affairs and Religious Liberty (PARL) and Coordinator for Theological Education. A seasoned theologian and educator, Duda’s strategic insight ensures continuity in education and mission alignment.
As the Division looks ahead to the next five years, the leadership structure reflects a commitment to both mission effectiveness and financial responsibility. Several individuals will serve across multiple areas, allowing the TED to operate with a streamlined team while continuing to support the diverse needs of its territory.
